Zhou Shaoqing is a Professor and Director at the World Ethnic Studies Division of the Institute of Ethnology and Anthropology, Chinese Academy of Social Sciences (CASS), Beijing. With over 30 years of academic experience, he is a leading expert in ethnic politics, nationalism, minority rights, and multicultural governance. He holds a Ph.D. in Law from Renmin University of China and has conducted research as a visiting scholar at the University of Toronto and The Danish Institute for Human Rights. Professor Zhou has authored several influential books and over 50 scholarly articles on ethnic governance, national identity, and legal rights, with a particular focus on comparative studies between China and Western countries. He leads major national research projects and serves as a consultant to key government bodies, including the Ministry of Foreign Affairs and the United Front Work Department. His work bridges theory and policy, with significant impact on both academic scholarship and national policy-making.

Educational Background:

Zhou Shaoqing has a strong academic foundation rooted in political science and law. He earned his Bachelor of Arts in Political Science from Ningxia University between 1985 and 1989. Following this, he pursued a Master of Laws (L.L.M.) at the Institute of Social Sciences, Xi’an Jiaotong University, graduating in 1993. He later completed his Doctor of Philosophy (Ph.D.) in Law at the Law School of Renmin University of China in 2006. This progression through prestigious Chinese institutions equipped him with deep interdisciplinary knowledge in political theory, legal studies, and ethnic policy, forming the core of his academic and research career.

💼 Professional  Experience:

Professor Zhou’s career spans more than 30 years. He has held roles as a lecturer and senior lecturer before joining CASS, where he progressed from postdoctoral researcher to associate professor and now full professor and division director. Internationally, he has served as a visiting scholar at the University of Toronto and The Danish Institute for Human Rights, enhancing his comparative research on ethnic governance and legal pluralism.

🔬 Research Interests:

Zhou specializes in ethnic politics, minority rights, nationalism, multiculturalism, and legal protection of ethnic groups. His research explores the balance between national security and rights protection, the evolution of nationalism, and comparative studies between China and Western nations, particularly Canada. He leads national research projects funded by the National Social Science Fund, focusing on ethnic identity, security, and governance strategies.

🧠 Honors & Services:

Zhou serves as General Secretary of the China World Peoples Studies Society and is a member of the Academic Committee of CASS. He is a doctoral supervisor, editorial board member, and evaluation expert for China’s Ministry of Education and National Social Science Fund. His policy insights have made him a valued consultant to China’s Ministry of Foreign Affairs and major political advisory bodies like the CPPCC and United Front Work Department.
