Zhou Shaoqing is a Professor and Director at the World Ethnic Studies Division of the Institute of Ethnology and Anthropology, Chinese Academy of Social Sciences (CASS), Beijing. Zhou Shaoqing has a strong academic foundation rooted in political science and law. He earned his Bachelor of Arts in Political Science from Ningxia University between 1985 and 1989. Following this, he pursued a Master of Laws (L.L.M.) at the Institute of Social Sciences, Xi’an Jiaotong University, graduating in 1993. He later completed his Doctor of Philosophy (Ph.D.) in Law at the Law School of Renmin University of China in 2006. This progression through prestigious Chinese institutions equipped him with deep interdisciplinary knowledge in political theory, legal studies, and ethnic policy, forming the core of his academic and research career.

Professor Zhou’s career spans more than 30 years. He has held roles as a lecturer and senior lecturer before joining CASS, where he progressed from postdoctoral researcher to associate professor and now full professor and division director. Internationally, he has served as a visiting scholar at the University of Toronto and The Danish Institute for Human Rights, enhancing his comparative research on ethnic governance and legal pluralism.
